City Hall Space Needs Assessment
The facility plan for Burnaby City Hall prioritizes flexibility, collaboration, and scalability to support the growing workforce and promote efficient operations.
Inform Planning partnered with the City of Burnaby to lead a team of subconsultants in preparing a comprehensive Space Needs Assessment for future City Hall staff accommodations. This assessment addresses current space deficiencies, projects future needs, and provides a framework for the development of new City Hall facilities. It also enables the City to evaluate the spatial and cost implications of constructing a new facility on a new site.
The plan introduces innovative solutions to modernize and optimize workspaces, including activity-based layouts that support individual, team, and collective tasks. Modular designs allow for flexibility and reconfiguration, while “end of trip” facilities encourage diverse commuting options, aligning with Burnaby’s sustainability goals.
Addressing Key Challenges
Burnaby’s current City Hall facilities face significant challenges, including limited capacity to accommodate a growing workforce and the inefficiencies caused by the dispersal of departments across four separate buildings. This fragmentation has led to coordination issues and complications in public access to services. Additionally, two key buildings require substantial reinvestment to meet basic standards.

A Vision for Modernized Operations
The Space Needs Assessment includes a Functional Program designed to reimagine City Hall’s operations. Public access is streamlined with an integrated public counter, while workflow efficiency is improved through better service alignment and critical adjacencies. Future-ready designs accommodate the rise of hybrid work, accounting for off-site staff while ensuring flexibility for in-office needs.
The plan also emphasizes inclusivity and accessibility by integrating culturally safe spaces, universal washrooms, and enhanced public access zones. These features improve service delivery, promote staff well-being, and align with the City’s broader goals for sustainability and accessibility.
